Who is for and who is against a war on Iraq?

Here is a summary of the current positions on the council, where five permanent members -- the United States, Britain, China, France and Russia -- have the power of veto.

FOR:

UNITED STATES/UNITED KINGDOM/SPAIN
Yesterday, they submitted a draft resolution that said Baghdad had missed a “final opportunity” to disarm peacefully and avoid war.

BULGARIA
Bulgaria has already opened its airspace to US and allied military forces in case of an attack against Iraq. Bulgaria is considered to be one of the most fervent supporters of the US position on Iraq.

AGAINST :

CHINA/RUSSIA
China sees no need for a new U.N. resolution on Iraq. Moscow insists on allowing UN arms inspectors to continue their search for banned weapons. They have backed the French proposal.

FRANCE/GERMANY
France and Germany came out strongly against the draft resolution and a shift to a “logic of war”, circulating a rival proposal that would extend U.N. inspections.

SYRIA
Syria said it would vote against the new resolution.

MEXICO
Mexico is refusing to support military action.

UNCLEAR :

ANGOLA
Angola appeared to be leaning away from offering support.

CAMEROON
Still undecided on the second resolution.

CHILE
Although Chile has publicly leaned toward France’s opposition of the new UN resolution, analysts say they expect Chile to eventually back the US.

GUINEA
Guinea has said it opposes resorting to force against Iraq without the approval of the Security Council and that UN arms inspectors should be given more time to continue their work.

PAKISTAN
Still undecided on the second resolution.
