Informal General Affairs and External Relations Council (Gymnich): CFSP Priorities

The following summary is a compilation of the key national foreign and security policy priorities, as submitted by the current and future EU Member States at the request of the Greek Presidency.

1. European Union

- Enhance the EU’s capability to act as an international player.
- Strengthen the EU’s coherence and credibility.
- Further develop ESDP through an innovative and comprehensive approach.
- Improve the EU’s ability to react to crises threatening international security and stability.
- Increase the EU’s ability to deal with post-conflict reconstruction.
- Ensure and make full use of EU – NATO cooperation; these two organisations share the same values and objectives, and should thus work together to accomplish them.
- Develop a strong CFSP, within the framework of the new Treaty, based on new institutional arrangements (need for more effective decision making, visibility, uniformity and financing).
- Reflect upon the political and legal value of our engagements of solidarity under the Treaty, specifically the use of `reinforced cooperation’ in CFSP.

2. Regional Issues

a) Western Balkans

- Promote stability by strengthening the European perspective of the countries in the region, based each one’s performance in meeting the accession criteria.
- Safeguard democracy, the rule of law and human rights.

b) Middle East

- Promote peace and stability through the immediate implementation of the Road Map.
- Create the conditions for a meaningful dialogue to resume.
- Provide support to the new Palestinian government.

c) Mediterranean

- Strengthen bonds between the two shores by further developing the Barcelona Process (continuation of dialogue / review of mechanisms).
- Promote cultural understanding

d) Russia

- Support the implementation of the PCA.
- Promote energy dialogue.
- Support Russia’s membership in the WTO.

e) Wider Europe- New Neighbourhood Policy

- Enhance security and prosperity through the New Neighbourhood Initiative, by encouraging democratic transformation and reducing differentiations in social and economic development.
- Intensify the fight against organised crime and human trafficking.
- Play a leading role in European Justice and Home Affairs, in particular drugs, crime and migration.
- Encourage cooperation in the field of environmental security.
- Establish the conditions and institutions for civil society to flourish and encourage greater participation of NGOs.

f) Northern Dimension

- Develop security, stability and good-neighbourly relations in the Baltic Sea region.
- Strengthen energy cooperation, nuclear safety and environmental protection.
- Enhance Nordic and Baltic cooperation by reducing barriers and increasing mobility.

g) Latin America

- Develop a strategic relationship between Europe and Latin America.

h) Africa

- Reinforce EU – Africa dialogue.
- Support democratic governments in Africa and efforts aimed at conflict prevention and resolution.

3. Horizontal Issues of Global Concern

a) The Role of the United Nations

- Safeguard the fundamental role of the UN in regulating international affairs.
- Enhance the role of the Security Council for maintaining international peace and stability.
- Ensure the implementation of UN Security Council Resolutions.


b) Transatlantic Relations

- Strengthen the transatlantic dialogue.
- Promote a balanced partnership based on the common values shared by both the EU and the USA.

c) OSCE – Council of Europe

- Make full use of the mechanisms of the OSCE and Council of Europe, since both institutions are essential for security and democratisation throughout Europe.

d) Tackling Terrorism, Drug Trafficking, and Organised Crime

- Efforts to fight terrorism should be carried out in compliance with the protection of human rights.
- Tackle the problems of money laundering, terrorist financing, and high-tech crime.
- Increase the effectiveness of Europol/ Interpol in tackling drugs and human trafficking, and other organised crime.

e) Non-Proliferation and Disarmament

- Enhance commitment to multilateral treaties and agreements.
- Build more effective international control and monitoring mechanisms.
- Improve the effectiveness of both the EU and NATO to combat terrorism.
- Help resolve regional disputes with a WMD and/or terrorist dimension.

f) Regional Armed Conflicts / Combating  Poverty

- Use EU resources to reduce the threat of new conflicts exploding, or old ones flaring up again.
- Undertake joint initiatives in conflict prevention.
- Increase development aid and finance to developing countries.
- Provide for better healthcare to alleviate suffering among the world’s poor.

g) Democracy, Good Governance and Sustainable Development

- Promote a liberal world market where everyone has access to free trade: sustainable security requires fair and sustainable development.
- Promote an open global economy, tackle protectionism, and provide economic/diplomatic assistance to promote good economic governance and stability elsewhere in the world.
- Secure global energy supplies.
- Develop and implement joint strategies on climate change, trade, investment and financing for development.
- Make a substantial contribution to the spread of democracy, human rights and good governance.
- Promote partnerships with both civil society and the private sector, building on the Johannesburg, Monterrey, NePAD and Doha agendas.

h) Dialogue of Civilisations

- Promote dialogue with the Islamic world.
- Encourage and expand the North-South dialogue.

i) An International System Based on Multilateral Cooperation and International Law

- Develop and advocate a clear vision for a fair and effective international system that delivers results.
- Build effective partnerships with emerging powers.
- Use and develop the role of the International Criminal Court.
